The foundation was organized on February 11, 1978 with the primary concern of establishing “teaching chairs” to help the school attract and retain the best teachers. The parents during the school’s early years saw the pressing need for the PSHS to be able to keep and maintain the school’s good teachers. They thought that one way to lessen the outflow was to add an honorarium to augment a teacher’s salary.
This program is essentially a faculty support program but aside from rewarding instructional competence through monthly honoraria, it gives grants for the production of curriculum materials and for the conduct of experimental research to enhance their professional growth.
The foundation in 1978 gave an honorarium of P150.00 for the best-qualified teachers. In 1979, the foundation had five teaching chairs at P25,000.00 each and in 1980, ten teachers were now regular recipients of a monthly honorarium of P300.00. During the same year, a research grant was also awarded to a faculty member who completed his doctorate thesis in socio linguistics.
In 1985, teaching chairs were reclassified as follows:
Professorial Research Chair: P100,000.00 and above
Professorial Chair: 75,000.00
Senior Teaching Research Chair: 50,000.00
Senior Teaching Chair: 35,000.00
Teaching Chair: 30,000.00
Dr. Bacungan made it simpler when she became the president of the foundation, and limited the chairs into 3 categories:
Professorial Research Chair: P100,000.00 and above
Teaching Research Chair: P50,000.00 – 95,000.00
Teaching Chair: P25,000.00 – 40,000.00
The present categorization and the monthly honoraria are as follows:

The funds of the above chairs form part of the capital funds of the foundation, meaning only the interest earned from the investments of the chairs can be spent for the honoraria and grants to the teachers. From school year 1980-1981 up to December of school year 2005-2006, the foundation has awarded a total amount of P 10,604,900.00 to 1,354 teacher/year beneficiaries.
